US naturalizations rose 15% in the first three quarters of fiscal year 2018 compared to the same period a year earlier, even as immigration policies tightened under the Trump administration. The increase suggests that stricter policies motivated more of the estimated 9 million eligible permanent residents to pursue citizenship, partly to secure voting rights.
