A proposed rule change by US Citizenship and Immigration Services would alter the H-1B visa lottery to benefit applicants with advanced degrees (master’s or higher). The change would restructure the two-round lottery system that selects 85,000 visa recipients from a pool that has far exceeded the annual cap since 2014.
